The white bit is a background image and the blue header is an image over the top of it.
See http://www.westciv.com/images/page_bg.gif for the white background and http://www.westciv.com/images/banner.gif for the blue header and you should understand. The background stays still, while the main body of the text scrolls up and down. |

Be careful if you decide to do something like this.
It only really works as intended in Firefox and Opera, NOT in IE. IE is a bit of a fudge. Also, because of the way things have been set up, the effect is lost if you are viewing with something less that 1024. |

It does work in IE 7 or should since IE 7 correctly handles background-attachment:fixed; now. And if done right IE 6 it will degrade gracefully and simply stay put at the top.
