Downloading file to a user

First of all let me apoligize if this is not the right forum for this question. I wasn't sure if this belonged in HTML, JavaScript or PHP. I am very new to webdesign.

Here is my problem:
I have a simple website that I want people to be able to download an instruction form. The form will hopefully be in PDF. I am working on converting that right now and seem to be headed in the right direction with that aspect.

Anyway, after researching and googling I am at a point of real confusion. I have come across so many conflicting answers and suggestions that I'm not sure what to do.

My main questions are:
1. Do I make a separate HTML page that contains the document or can they click on a link that generates a popup?
2. How do I get that popup window where it asks if the user would like to open document or save to computer?
3. Do I upload the document to my hosting site?

I'm not sure if this question is out of the scope of help offered on this site, but anything at this point would be truly appreciated.

It's so much easier than you think.

As far as popping up a window, or asking the visitor to choose a 'Save Location', let the web browser software handle that for you; some browsers ask, other just open the file.

And if you want only certain users to download the file (such as club members)

Then you would need php or asp.

Another alternative to limiting file access is via your site's .htaccess and .htpswd files.
