I am not sure they do any checks at all. Usually just a valid e-mail address is required, but if somebody complains about one of these site's contents then the host has the ability to shut it down immediately. Fraud is going on all the time on the Internet, but that doesn't mean it is being ignored - when people get caught they are still liable to be prosecuted.
