A bit confusing,

If you use the rollover image function say in Dreamweaver (writing the javascript for you) it will always revert back to the original image when the mouse is rolled out, unless you manually replace it with an image placeholder, but this would be in a separate html page if it was going to appear to work like a menu.

Not sure if this is what you are getting at, but it sounds something similar.
