I would say that I'm in a similar situation, Craig. I did a MS Certification on ASP.NET a few years back but when it came to applying for roles, I ended up in VB.NET positions and therefore received very little web related work. On top of that, the ASP.NET course taught me about all the 'code-behind' stuff so I could make all these webpages with logic behind them, but they didn't look up to much and nor did I have any idea on how to make them look nice.
Recently however, I've moved to a new company which I now use ASP and maintain an existing site. I aim to try and understand more about how to get from just basic HTML to designing in CSS and beyond but I know that will take time. Obviously as someone has said, practice is what is needed.
