In answer to your question, you can just do it.
At present there is no governing body or internationally recognised courses that mean once you have signed up or passed you become a web designer.
What it comes down to is how good your portfolio is and how you market yourself. I would start by producing some test sites, playing with the code and getting comfortable with it. then you need to build your site. the thing that is going to market you to your potential client. This is porbably the mos timpotant site you will ever build. if it doesn't get you clients than you have failed.
you will also need to do some off site marketing, such as loclal advertising.
one good way is to get started is to offer to build sites for free for small local businesses. thos allows ypu to build your portfolio, whilst practising your skills. it also gets your name out there, and most work comes via word of mouth.
