Generally, what you'd be looking for is a Blog. You want to make posts, and then users can comment. Kind of like
this.
When I first started out, I looked for something similar to this, and came close to it too. This group promised to set up a system for placing an includes code, putting a comment box, etc on the bottom of a page.
I believe
this may also be close to what you are looking for.
