How are some websites capable to display javascript content?

How are some website capable to display Javascript content?

when I try to display anything to do with Javascript I get a information bar pop up stating "to protect your security, Internet explorer has restricted this file from showing active content. Unless I say yes allow it I can't view it. But I see some people are capable to do so.

Any help with this will be much appreciated.

Are you talking about your site in comparison with other's that use javascript, or are you having a problem with your browser viewing sites?

This is happening only with a copy of your website on your computer, right?

It won't happen when you upload the website.

Thanks for the swift replies guys, Yes, so far I have only tried it locally, I will try and upload it to my web server and check it out.
