Hello, I want to design a lottery website like PickPatterns.com
However, I know nothing about programming. Any thoughts?

This site is using database extensively and built on PHP. Other technologies this site is using can be seen here.

I hate to be real obvious, but maybe you need to learn some programing so you can code your site properly. Sort of a cart before the horse question.

This type of website will require that you have a solid knowledge of the basics. That would be XHTML, and CSS. Also, you will need to be experienced with PHP/MySQL. I would start with learning those basics. Learn (X)HTML and CSS. Here is a great site to get you started for learning XHTML, CSS, PHP, MySQL, and several other languages.
