Nevermind. I managed to rearrange things so that no longer presents a problem. I took the first three Menu sections, put them inside Menu Blank, and aligned them to the top. Rather than have Menu Blank fill in the blank menu space, it fills in the entire space, and the other parts of the menu cover it up. All the images fit together perfectly.
