Hey.
Not bad but a few things it needs.

Like you said some nice flash fading effects on the navigation pictures would bring it to life.
The content needs more of a structure to emphasize it.
It needs page headings to show the viewer which pages there on.
It also needs a text footer with all the navigation links plus address etc.

I also think that a few lighter blue shades could be used to give is more of a contrast, as at the moment its too dark.
