yea or have someone do it. will pay cash only in months time though
 i have the css and html for my website. but i would like to have the skin applyed to my forum

I wouldn't have a clue how to do this! It would probably take months to develop a phpbb style and make sure that it works in all browsers.

I think your going to have to use a template...and with the figure you told me you would earn you should then be able to afford for someone to skin the forum for you.

Editing a style is you best / cheapest option! Thats what I would do, just look for something as close to your site design as possible and play until you are as happy as a pig in muck!
