Help with customer login

Another dilema, a customer has given me a web template that they would like to use. The website provides a premium service that they want customers to pay for before accessing the information. They would like to add a customer login page as the template does not currently offer this service The website works in the following way:

1. Customers register for an account, they are then given a months access to the premium content, in this case it is all text.

2. After the month is up, they want customers to buy a subscription to further access the premium content.

3. If they do not buy a subscription they no longer have access to the premium content.

In order for the website to work they require that:

1. Customers who have opened an account and used their months free access to the premium content CANNOT open another account and use it for another month.

2. They require that each account is linked to the payment method so that access can be given to the right user.

3. After their paid subscription has ended they are immidetely no longer granted access to the account.

4. A method in which to stop or limit the use of password sharing (I've been informed there is no bulletproof method of doing this)

They would also like to customise a page in order to accept payment methods, most likely paypal.

If their is any software to help me achieve these goals then i would greatly appreciate this help. I would also consider using the expertise of someone to do this if someone would like to give me a price.
