testing php before uploading

I been havin probs with the most basic thing for php... making it work on my machine so i dont have to upload every 5 seconds to test the page/script. This is like the 5th time i try this but it just wont work. First time was like 2 years ago. I find tutorials on this very confusing, sometimes even chinees for me. And im not stupid. I know a fair bit of html and advanced css. Not that that makes me smart but just to let you know you're not speaking to a complete webnoob.

So what do i have. I have a pc running windows XP pro.

Now what do i need.

I know i will need php on my machine. So im heading to php.net. After reading a while i figured out the windows binaries are prolly the best for me. More exactly the windows installer as im a noob. Am i good so far? So im downloading php 4.3.10

What else do i need. Something like Apache? Or IIS? I red somewhere hat you dont need a serevr if you are running php from the command line. I dont get that quiet either. Anyway i tried to install apache but dont ask me how to configure it. The guides on this are even wors then chinees, its japanese .

And then i havnt started yet on how to setup/configure mysql

Could some good soul guide me through the setup of php and all the rest on a windowsxp machine. If needed i have a 24/7 teamspeak serever for easyer communication. Im pretty deperate.
