Ok, What Kulegamr is trying to say:
Higher frame rate makes no difference whatsoever. Flash treats everything as coding when you publish it. So a tween from one frame to another is the same whether it's 5 frames or 50 - Flash actually animates it on the spot (doesn't save it frame by frame) and so the file size is the same.
Video of course... Is as big as you make it... the more frames, the more images per second, so yeah, the bigger.
